HR 2454 Cap & (U.N) Tax Bill Passed By The Cap & Traitors
Cap and Tax
On June 26th,the House, by a vote of 219-212, passed HR 2454 The American Clean Energy & Security Act. (AKA, Cap and Trade, Cap and Tax, The Make Al Gore a Billionaire Act). Originally promoted as the method to “stop” Man Made Global Warming. The Democrats had to migrate the message into claiming this is a “jobs’ bill because the American Public is just not as stupid as they thought and understand it is the largest tax increase in American history.
It is a “progressives” dream. It is a tax without a limiting rate. It is applied in a manner that you never see the exact amount of the tax (they think you are stupid enough to not notice if it is not printed as a line item) and it taxes virtually EVERYTHING you do from tunrning on a light switch to buying a gallon of milk to your annual Thanksgiving trip to Grandma’s. It also makes the energy Czar, the man with the final say so on whether or not you can sell your home (What is not to love if you are a “progressive”). It also “creates” (not saves) massive amounts of new government employees, all on your dime.
Hidden U.N. Tax
Even more joyous for the Democrats, they have finally passed their dream of a U.N. Tax, to be borne by you. You see, quoting from the bill, “40-60%” of auctionable allowances are to be transferred to Organizations created under the United Nations Framework Convention on Climate Change (Sec 493, page 1,186). Accordingly, I am sure they will subjugate as much of the sovereignty of the United States as possible in this whole transitionto their utopian world government.
The Kyoto Protocols, (precursor to this monster) negotiated by Al Gore (who has earned over 100.0 million dollars since 2000 promoting Global Warming) and signed by Bill Clinton despite the fact that in On 25 July 1997, before the Kyoto Protocol was finalized (although it had been fully negotiated, and a penultimate draft was finished), the U.S. Senate unanimously passed by a 95–0 vote the Byrd-Hagel Resolution (S. Res. 98) rejecting any such treaty.
While the left has been whining for years about Bush not having “signed” the Kyoto” protocols, the fact is he could not, because it had already been signed by Clinton. All that was ever required to activate the U.S. acceptance of the treaty was to have it pass the Senate by 66 votes. They have never brought it up for a vote because they did not have the votes, to this day to pass it. So the Democrats have used every other subterfuge they could to pass this bill which accomplishes what the Kyoto Protocol was intended to do. But wait, it does so much more. Here is a short list:
- Pay “adjustment allowances of 70% of their average weekly wage (welfare to you) to workers whose jobs have been destroyed by the bill (Sec. 426, page 926 -- funny outcome for a “jobs” bill).
Pay up to 80% of any such affected workers health insurance premium while he is “retraining” (backdoor to a public option Socialized Health Care System).Pay “to fund the ‘Energy Refund Program’, (more welfare) under which eligible low-income households are provided cash payments to reimburse the households for the estimated loss in their purchasing power resulting from the American Clean Energy and Security Act of 2009.” (copied verbatim from the Bill, Sec 2201, page 1010). Does this sound like a good thing to you?
Under Title II, Pay to create a massive bureaucracy to impose the California Energy Code on the entire United States (and even add more stringent provisions if the Secretary (or Czar) of Energy deems it necessary). You are to be forced to admit this bureaucracy in to inspect your home and label it as to its energy efficiency and if… it does not measure up to standards created by the Department of Energy, you will be forced to pay to upgrade the energy saving features of the house (including changing the roof to a lighter color) in order to receive Federal permission to sell your home. (Will you pay money out of your pocket if you have no equity, to make these improvements? How many foreclosures will this trigger? (Title II Sec 204, page 362).
Pay for a massive expansion of the Earned Income Tax Credit and the indexing of the limits to inflation to automatically expand the EITC in outlying years (something they did not do for the Alternative Minimum Tax, so that now middle income households are trapped by that tax) (Sec 432, page 1,025).
Pay funds into the Social Security and Medicare/Medicaid ponzi schemes annually to offset the revenues lost as a result of the Act. (meaning reduced payroll taxes from the jobs that it destroys).
Transfer “40 percent and up to 60″ of the auctionable allowances to “funds” that are directly controlled by the UN under the United Nations Framework Convention on Climate Change (yes folks, here it is the hidden UN tax Sec 493, page 1,186). The finds under this section are specifically designed to transfer the wealth of the United States to “economies in transition” (Wikipedia entry on the Framework Convention On Climate Change).
Pay for a “cash for mobile homes clunkers” provision in the form of a $7,500 voucher for owners of older mobile homes to purchase a new more energy efficient mobile home.(I wonder if they have to be volunteers for Obama’s Service Corp or Members of Acorn? Sec. 203, page 248).
So you see, it is the “perfect” Democrat Socialist bill. It burdens you with a massive tax which you never see the specific amount that you pay, the rate of the tax rises as the Governement begins to restrict the availability of allowances, it brings back welfare not only for American (ended by Bill Clinton in 1998) but expands the welfare rolls of the United States to included “economies in transition”, throughout the world (India and China included) and buys the votes of the Americans whose jobs are destroyed by the bill (at least till 2012) and makes the Government your new senior partner in the ownership of the single largest private asset you have, your home.
